Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Voting Advice, States Dutch Watchdog

AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democracy just over a week before national elections.

Testing Reveals Consistent Bias in Chatbot Recommendations

The quartet of AI assistants tested by the AP “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the regulator noted in a report published ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the positions of these parties, the study pointed out.

Official Warns Against Using AI Chatbots for Election Advice

The deputy head of the data protection agency, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she emphasized.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”

Voting Background and Political Landscape

Netherlands citizens vote on 29 October in an election that will be closely watched around Europe for the performance of the Freedom party.

The right-leaning group of Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors yet to make up their minds.

Every significant political faction have rejected a coalition with the Freedom party, meaning the runner-up party is highly probable to provide the next prime minister.

Unintentional Bias Linked to AI Operation

The authority emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the way AI chatbots operate.
